I suspect you know this by now but the local democracy reporting service journalists don't work for the BBC. They work for local media organisations - most of them old-fashioned commercial newspaper publishers. What they write about is not decided by the BBC. They do not have editors at the BBC and, in fact the BBC has no editorial control over what they write at all - kind of on purpose (some guidance is provided - you read a bit of it out - although it does sound like the local employers are not necessarily following it). You need to take this Bedfordshire issue up with the local editors (I'll give you the 'where will the poo go?' podcast - that is a BBC production).
