Is the reason why Local Plans make the planning process take longer simply a version of the mere-measurement effect? By defining the process in more specific detail, the Local Plan changes behaviour. People become more meticulous or cautious (and thus slower) knowing the process is under scrutiny or has new, detailed steps.
I naively assume that Local Plans are victims of their own success. The scale of the plans and the level of consultation required to adopt them engaged people in the changes happening in their own area, meaning they're paying attention to development and are poised to be able to push back especially when those developments go beyond the scope of the Local Plan. And then there's the purple prose everyone loves to write in their documents, that becomes the petard for them to be hoisted upon.
"The proposed development of this site will completely overshadow and change the character of Highams Park Town Centre, which is against the stated objectives of the extant Local Plan and wholly contrary to Bullet point 10 of the strategic objectives in the SLP which states” • Ensure Waltham Forest’s network of cultural, inclusive and sustainable neighbourhoods are safe and diverse, celebrating their locally distinctive character and heritage."
